Organizing Authority
The 15th President's Cup Regatta is organized by the Manila Yacht Club, and held under the auspices of the Philippine Sailing Association.

1. RULES
1.1 The Regatta will be governed by the 'rules' as defined in The Racing Rules of Sailing.
1.2 The following will apply:
    - The Offshore Special Regulations Category 5.
    - The IR2000 IRC Rules as amended.
    - The Royal Yachting Association Portsmouth Yardstick (PY)
      System, as administered by the Organising Committee.
    - The Notice of Race
      (unless amended by the Sailing Instructions).
    - The Sailing Instructions.

2. ADVERTISING
2.1 The Regatta is designated as a "Category C" event in accordance with ISAF Regulation 20, Advertising Code.
2.2 Boats wishing to carry sponsors names or logos on sails, and/or hulls should seek approval from the organizing committee in order to prevent conflicts with Regatta Sponsors.
2.3 The organizing committee may require all boats to display the Regatta sponsors advertising on their boats.

3. ELIGIBILITY AND ENTRY
3.1 Classes are classified in line with the Manila - Boracay Race so that boats may compete in the same class in the Combined Results Boracay Series.
3.2 The Regatta will have the following classes
    IRC Racing Class: Keelboats with an IRC rating of 1.03 or
    greater with a Hull Factor (HF) of 7.5 and above or a
    displacement / Length Ratio (DLR) of less than 150.
    IRC Premier Cruising Class: Keelboats with an IRC Rating
    of 1.03 or greater with a Hull Factor (HF) of 7.4 or less or a
    displacement / Length Ratio (DLR) equal to or greater
    than 150.
    IRC 1 Class: with an IRC rating less than 1.100.
    PY Cruising Class: Boats of a cruising nature not currently
    holding an IRC Certificate.
    Ocean Multihull Class: Ocean Multihulls acceptable to the
    Organising Committee racing under the PY rating scheme.
3.3 For a Class to be recognised by the Regatta, a minimum of 4 boats must enter the Class. Classes may be divided or combined subject to the number of entries in the Class.
3.4 Boats will enter by completing the Entry Form and returning it to The President's Cup Regatta Secretariat by Saturday 3 March 2007. Philippines-based keelboats must submit entry fees with their Entry Form. Foreign boats should pay entry fees at registration. Registration will take place at the Manila Yacht Club before the Manila - Boracay Race, which starts on Saturday 3 March 2007.
3.5 IRC boats shall submit a copy of their current IRC Certificate to the Regatta Secretariat no later than 0800 Saturday 3 March 2007. No alteration to a boat's rating will be permitted after that date, except as a result of a rating protest or to correct rating office errors.
3.6 Boats entering the Manila - Boracay Race that submit their current IRC Certificate to the Race Secretariat are not required to submit a certificate to the President's Cup Regatta Secretariat.
3.7 Late entries will be accepted at the discretion of the Organising Committee with an additional late entry fee of P 5,000.

6. SAILING INSTRUCTIONS
The Sailing Instructions will be available for downloading from the Regatta website www.prescup.com no later than 25 February 2007 and at Registration

7. VENUE
7.1 Races will be in the area of Boracay Island and neighbouring islands.
7.2 Race Office will be at the Sea Wind Resort, Boracay Island.

8. PENALTY SYSTEM
For Ocean Multihull Classes rule 44.1 and 11.2 are changed so that only one turn, including one tack and one gybe is required.

9. SCORING
9.1 For IRC Classes when fewer than 4 races have been completed, a boat's score will be the total of her race scores. When 5 or more races have been completed a boat's series score will be the total of her race scores excluding her worst score.
9.2 For the PY Classes a boat's series score will be the total of all her race scores.
9.3 Separate Class results will also be calculated to include the Manila - Boracay Race, in which case the Manila - Boracay Race cannot be dropped.

10. PROTEST COMMITTEE
A Protest Committee chaired by an International Juror will be appointed.

11. RADIO COMMUNICATIONS
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

12. PRIZES
12.1 The President's Cup Trophy will be awarded to the Overall First, Second and Third places for each Class. The Perpetual President's Cup Trophy will be awarded to the winner of the IRC Racing Class.
12.2 A Line Honours Trophy will be awarded to the first IRC Racing Class boat to finish the Long Races on 7 and 9 March.
12.3 First, Second and Third Place Prizes will be awarded in each class for each race.
12.4 Overall Prizes will be presented in each Class for the combined results from the Manila - Boracay Race and President's Cup.

13. DISCLAIMER OF LIABILITY
The Manila Yacht Club, the President's Cup Organising Committee, the Race Committee, Race Sponsors and their respective representatives, officers, members and volunteers accept no liability whatsoever for any loss of life or property, personal injury and damage caused by, or arising out of the Race. The responsibility for a boat's decision to participate in a race or to continue racing is hers alone. (RRS Fundamental Rule 4).
